On May 9, 2025, President Donald Trump signed an Executive Order (“EO”) aimed at incentivizing undocumented migrants to voluntarily leave the United States in exchange for a cash bonus and a free flight.

The EO, entitled Project Homecoming authorizes the U.S. government to pay a $1000 stipend for a one-way plane ticket to any foreign country of their choice.

According to the U.S. Department of Homeland Security (“DHS”), it costs an average of $17,000 to arrest, detain and deport an undocumented migrant. The program, which may be challenged in the federal courts, is estimated to save, according to the Trump Administration, billions of dollars in government expenses as Trump continues to push the administration’s mass deportation policy.

Those interested in self-deportation should use the CBP One App. The CBP One App, which was previously used by the Biden Administration to expedite migrants to schedule appointments at official ports of entry before they were paroled into the United States, ended on January 20, 2025- the day Trump was sworn in as the 47th President. The CBO One App is now being used to encourage those in the United States illegally to depart on their own.
